MINUTES
22/01 Apologies for Absence 
Cllr Bradford, Cllr Thompson
Resolution: Accept apologies of absence.
Proposed: Cllr Woods Seconded: Cllr Beaney - carried unanimously

22/02 Public Forum 
Clerk to pay the Ambo grant.
A member of the public came to enquire regarding the Church Clock, which is in need of repair.  Mr. Graham Newman maintains the Clock and has reported that there seems to be water damage.  A quote for the work has been submitted to the Council for their consideration, it was noted that the Council have taken on the responsibility in the past for the maintenance of the clock.
DC Smith noted that the Ward members fund may be able to assist with the repair cost.
The Council are to look at their asset register to make sure it is still considered a Council asset. – Chair to investigate.
The state of Sparepenny Lane was raised and noted that Essex Highways have responded to requests to get the road repaired.  As far as Essex highways are concerned the road is not their responsibility and are therefore not going to make repairs to Sparepenny Lane North.  DC Smith requested they be sent the response to follow up with Essex Highways as this has been a long standing issue.

22/03 Members’ Declarations of interest
Cllr Woods – Village Hall and School.

22/04 Minutes
Cllr Beaney suggested changes to be made to item 21/268, approval and signing of the minutes deferred to the next meeting. 

22/05 District & County Councillors Reports    [Cllr Deuce 8:05 PM)
DC report – Bin collections have been missed to due to illness and covid, which has resulted in a lack of drivers.  UDC are working to train more drivers and overcome this issue.
Applications for the Ward members fund must be in before December 2022 due to the elections in 2023.
UDC’s Local Plan consultation starts in June and ends in July 2022.

22/06 Clerk’s Report        (APPENDIX A)
The Phone Box has been refurbished and returned.  The use has yet to be determined.
Clerk has applied for a grant to go towards bunting for the Ride London event at the end of May 2022.

22/07 Action Tracker    (APPENDIX B)
Cllr Woods to take on responsibility for the Litter Pick event on Saturday the 7th of May 2022, to start outside the pub at 11:30 AM. – Clerk to send notice to get the event publicised in the Sampford Signal.  DC Smith to collect and deliver the equipment.    

22/08 Finance    (APPENDIX C)
Resolution
: Agree payments for this month.
Proposed: Cllr Woods Seconded: Cllr Deuce - carried unanimously


22/09 Recreation Ground
Grass has been cut and all looks good.


22/09.1 Recreation Ground Refurbishment
The Council have a plan for where the new equipment is going to go.  Options for play equipment will be posted in the Sampford Signal and agreed at the next meeting.
Cllr Deuce to speak to Rev Sue with regards to getting acknowledgment from the Church that they are happy for the play equipment to be installed.


22/10 Grass Cutting and trees
The high path could do with a cut, but the Council are waiting on a tender notice from their grass cutting contractor.


22/10.1 Grass Cutting and Verges
Cllr Woods to speak with the contractor regarding submitting a tender notice for the Council to consider.


22/11 Website and IT
More people have been reading the agenda and minutes on the website. 


22/12 Liaison with Village organisations
No update.


22/13 Village Hall
There are a number of invoices that need to be paid.
The Village Hall has a few regular bookings.  A question was raised as to whether the bookings are covering the cost of running the Village Hall, which is to be investigated.


22/14 Local Plan    
Covered under item 22/05.


22/14.1 Neighbourhood Plan    
It was decided that the Neighbourhood plan will be put on hold until UDC’s Local Plan has matured.


22/15 Planning
The Bridgefoot Gospel Hall Trust were welcomed at the meeting and answered the Council’s questions regarding their application.  The Council’s concerns over the use and possible future development of the site were eased.  The site is to be a Church meeting hall only and expected to be used a maximum of 2 – 3 times a week.

  • The Council had no objection to this planning matter.


UTT/21/1618/OP
| Outline application with all matters reserved except access for proposed residential and community development including 27 dwellings (14 private and 13 affordable), community shop, play area, shared gardens, public green space and associated parking | Land At Parsonage Farm Parsonage Farm Lane Great Sampford Essex |An appeal has been made to the Secretary of State against the decision of Uttlesford District Council to Refuse.  The appeal will be determined on the basis of a hearing. The procedure to be followed is set out in the Town and Country Planning (Hearings Procedure) (England) Rules 2000, as amended. | Expiry Date: Thur 26 May 2022
  • The Council had no further comments to make regarding this planning appeal and that what was said in the initial application would suffice.


22/16 Highways and Footpaths
The Council are still waiting to arrange a time for a walk around with Essex County Councillors to deal with highways issues.


22/17 Speed Watch
Ten volunteers are required to set up a speed watch group.  Names and emails of those interested to go to the Clerk.  Volunteers needed.


22/18 The Queens Jubilee
Resolution: Agree the cost of £750 for tin Mugs and a budget of £100 for wooden medal gifts.
Proposed: Cllr Woods Seconded: Cllr Deuce - carried unanimously 
The budget for the re-useable mugs and cups for the barn dance of £350 to be agreed by the Village Hall Trustees.
Tickets for the Barn dance are now available, £18 per adult and £5 per child, which includes a re-useable Mug and hog roast.
The Beacon location is yet to be confirmed, Evans’ field has been suggested.

22/19 The Village Clock
Covered under item 22/02.
Clerk to contact Mr. Newman.


22/20 Matters to be Raised by Members for the Next Agenda
Clock repair and Play area equipment.
