None 66 Presentation of local plan 67 68 69 Cncl Evans thanked everyone for receiving him to the meeting. He is the District Councillor for the Stebbing Ward neighbourhood planning. The neighborhood plan is a new concept, introduced in 2011. Cncl Evans became involved in 2019. The purpose of the neighbourhood plan is so that once it is made it will fit into the Uttlesford development plan and will be used to identify use of land in the area which then can be used for housing, development and green space. It is proposed to include 8 spaces into the plan and if approved a local green plan is set up. This will give the local community the opportunity to express their views where development can be used and the community can come up with approvals. To create a neighbourhood plan evidence needs to be assembled for the community, describing its benefits. We can look to see what we want to achieve in the next 15 years time. To implement it we would use an independent consultant. The funding for this doesn’t come out of Parish Council funds. There are grants available for this for example Uttlesford District Council, MHLC and affordable housing offering grants of up to £28k combined. There is information on the UDC website detailing the process. The plan can also include volunteers from the Parish to get involved. If the neighbourhood plan is made part of the Uttlesford Development Plan is included in the local plan. Officers have to take into account the neighborhood and local plan which is part of the development for the district. They are obliged to take it into account. Neighbourhood plans take an average of 2.5 years to develop, it is not a quick process because there needs to be a consultation with the community, an examiner approves the documents. There is a referendum for the community to either say yes or no, then this goes back to UDC and put forward to full council.
