Presentation of local plan

Cncl Evans thanked everyone for receiving him to the meeting. He is the District Councillor for the Stebbing Ward neighbourhood planning. The neighborhood plan
is a new concept, introduced in 2011. Cncl Evans became involved in 2019. The purpose of the neighbourhood plan is so that once it is made it will fit into the Uttlesford development plan and will be used to identify use of land in the area which then can be used for housing, development and green space. It is proposed
to include 8 spaces into the plan and if approved a local green plan is set up. This will give the local community the opportunity to express their views where development can be used and the community can come up with approvals. To create a neighbourhood plan evidence needs to be assembled for the community, describing its benefits. We can look to see what we want to achieve in the next 15 years time. To implement it we would use an independent consultant. The funding for this 
doesn’t come out of Parish Council funds. There are grants available for this for example Uttlesford District Council, MHLC and affordable housing offering grants
of up to £28k combined. There is information on the UDC website detailing the process. The plan can also include volunteers from the Parish to get involved.
If the neighbourhood plan is made part of the Uttlesford Development Plan is included in the local plan. Officers have to take into account the neighborhood
and local plan which is part of the development for the district. They are obliged
to take it into account. Neighbourhood plans take an average of 2.5 years to develop, it is not a quick process because there needs to be a consultation with
the community, an examiner approves the documents. There is a referendum for
the community to either say yes or no, then this goes back to UDC and put forward to full council.

  1. 70  Declaration of Interest from Members
    None
  2. 71  To approve Minutes from the last meeting
    Minutes from the last meeting held on 26th November 2020 approved and signed
    as correct.
  3. 72  Matters arising
    1. 72.1  Traffic control light not working on the bridge
      The trees have been pollarded but still not working. 
      LH to contact Highways
    2. 72.2  Sparepenny Lane Signage
      JW has put signs up and has made an effect with delivery vans

    3. 72.3  Highways - cutting the hedge back
      John Hodge can been contacted to cut part of the hedge back. Agreed for the Parish Council to pay the bill.

      In respect of the remaining hedge, LH to provide details on location to CD
      as this is a Highways matter.
      LH to send email to CD with details
      JW to send CD exact location to pinpoint to stretch of hedging to be reported to highways via Cllr Walsh

    4. 72.4  Repairing of phone box
      4 quotes have been received and sent to the insurance company. 
      WP to organise a quote of new concrete plinth.
    5. 72.5  Ideas for UDC funding
      UDC are offering £500. GD asked the community and the idea of encouraging kingfishers back

      LH to reply to the email regarding this and to send to CD.
      GD to provide LH with brief outline of our requirements.

    6. 72.6  Horsesign replacement approaching Moor End from Radwinter
      Reported to highways but have not received a response as yet. LH to chase
    7. 72.7  Pest Control tender
      3 new providers have been contacted.

      LH to liaise with Kath regarding further contact for quotes.
