Sampfords’ Parish Council minutes of meeting held 28th June 2018 @ 8pm in the Village Hall

Mr M Boughtwood came along to thank the Village Hall Committee for their all their hard work.

82 Apologies for absence

83 Declaration of Interest from Members
George Smith declared an interest, The Cricket Club; Jane Lawrence declared an interest, The Village Hall.

84 To approve Minutes from the last meeting (AGM) held on 10/05/18
The minutes were agreed and signed as correct.

85 Matters Arising:
  • 85.1 Insurance: This has been renewed (12/06/18 Cheque No 100840)
  • 85.2 Footpath Booklet: The booklet has been distributed to all councillors and there are a few noticeable errors. WP and JL will read through thoroughly and correct any mistakes. The photos are also not of the best quality so more will be taken. Also. It is not formatted as a booklet, so WP will see if she can do this.
  • 85.3 Planning Appeal UTT/17/2679/FUL The Bungalow, Great Sampford: The appeal decision is that the bungalow can now be converted into a meeting Hall for the Brethren despite the PC’s constant objections. GD will write to the planning department (Tom Gilbert-Woodridge) explaining that the PC and local residents raised valid points against this and are not happy about the decision and feel that there was no point in asking their opinion if it wasn’t going to be taken into consideration.
  • 85.4 Church Clock Service: It was agreed by all that the PC would pay for the service this year. It is not a village asset. Some councillors seem to think that it was donated to “the Village” so WP to contact Colin Parker and get clarification as to owns the clock.

86 Correspondence
Letter from Mrs Raynham regarding the Bridleway between Byballs Farm and Giffords Farm. There is a strip of land between Giffords and Gordons farm. Gordon cuts up to a certain point and Giffords cut up to a certain and then there is a piece of no man’s land which has become overgrown. GK will find out who owns the land and see if they can cut a bit further to cover this part.

87 Reports from County and District Councillors
None

88 Reports from Parish Councillors on their proposed area of responsibility
  • 88.1 Play Area: The annual inspection has been completed and the overall rating is good with a couple of areas that need attention. WP to contact manufacturer about the recall on the swings. The PC will also get another quote to have the play area upgraded.
  • 88.2 Grass Cutting and Trees: No reports
  • 88.3 Publicity: The latest report has been published in the Ambo.
  • 88.4 Website and IT, Including Broadband: The new website is in the process of being built and will hopefully be available for the PC to view and express their opinions before it goes live. All PC members will email RC with their roles and responsibilities and new photos.
  • 88.5 Liaison with Village Organisations / Sport: The Cricket season has started. The new website for the Cricket Club has been completed and GS will forward details to RC so it can be added to the new Village website. The tennis club had a round robin tournament at the weekend and another is planned for July/August. The Wi have a fundraising event Saturday (30/06/18) at Moor End. Proceeds will go to “Together in sound” which offers musical therapy to dementia patients and their carers. The Flower show and Fete will be held on Saturday 14th July at 2pm.
  • 88.6 Village Hall: The Village Hall continues to tick along nicely. New curtains have been put up and fundraising is now underway for new chairs. (approx. £6000 is needed). The committee have all agreed to continue as the Parish Council sub-committee with James Smith continuing to take the lead.
  • 88.7 Sport: Please see 88.5
  • 88.8 Highways and Footpaths: The drain cover outside Maynards has been marked by highways so will hopefully be repaired/replaced soon. Maynards lane itself has been repaired but not comprehensively. It is better than it was.
  • 88.9 Planning Applications:

The Local Plan paperwork has been sent out and GD has looked through it. The Parish of the Sampfords’ is a Class A Village. By Gordon’s calculations that means that the village should have approx 7 houses by 2023. (2033 is the date that the local plan runs up to, and the number of 7 is an average for all Type A Villages.) No actions to take at the moment.

89 Finance.
The current account is £19134.61

The De-fib box has been repaired.
