  • 16  To approve Minutes from the last meeting held on 27th June 2019
    Minutes were approved and signed by Chairperson
  • 17  Matters arising
    • 17.1  Removal of Play activity beam in the Play area -
      it was decided that the PC would remove this and possibly replace with tractor tyres. WP to put out on Sampfords' Signal to get opinions from community. This will be re-assessed at the next meeting.
    • 17.2  Hedges on Finchingfield road -
      WP to send out a polite note asking residents to cut back. (stress the Safety aspect)
  • 18  Correspondence
    • 18.1  Sue Collins has asked for a contribution towards the Ambo of £500. WP to see what the other villages contribute and the PC will decide via Email.
    • 18.2  Gordon Orley raised concerns re the crab apple trees down Willetts Field
      KT and GK will do a site visit and see if there is something that Chris Butcher
      can do. WP to find out who these trees belong to.
    • 18.3  Ralph Lawrence re weed clearance of river Pant - this has been done.
    • 18.4  Michael Shuster re Robin Road - No further action on this. It is not
      something the PC require.

Play area (KT/GK)
Litter bins have all been emptied and we have a resident rabbit but no sign of rats.
Grass Cutting and trees (GK)
Chris has again cut all the grass and its is looking good. The footpath beside The Red Lion on the PC side has been cut back. The Red Lion need to cut their side back.
The verge and ditch on the exit of Great Sampford is in a terrible state (over the bridge). The PC are only responsible for grass etc up to the white fence

WP to contact the Baptist Church to find out whose responsibility that verge is.
Publicity (JL)
The Ambo has been published and JL has added an article about rural public transport.
Website and IT (RC)
Nothing to report.
WB suggested that the village organisations be contacted to submit an article every now and then that can be published on the website to keep the community updated.
JL will ask WI and Sampfords Society if they will submit something.

Liaison with Village organisations. (KA)
KA has been unable to contact Martin at the youth club for any updates. It was agreed that the youth club is a village asset and the PC will step in and help financially if needed.
The WI donated £400 to the school towards a new shed.

Village Hall (JL/KA)
The Village Hall Committee continue to do a great job. The last Pop Up Pub was again a success and the next one is planned for December 06th alongside the Christmas Tree Lighting and will be at the church.
The accounts are looking good.

The Village Hall is now licensed to sell Alcohol.
Highways and Footpaths (KK/WP/KT)
All footpaths have been cut back. Maynards Lane still needs to be resurfaced.
Planning (GD/WP)
UTT/19/2224/CLE Red Lion Pub continue to serve hot food. No Objections UTT/19/2035/FUL Land rear of Meadow view Hill Road
To convert 1 poultry shed to chalet style bungalow

It was unanimously agreed to OBJECT to this. A letter to be sent to planning.
21 Finance (JW)
Current Account. £27958.40

22 Further items for discussion

Mr John Harrison has contacted WB with a proposal for land to build affordable housing. It is a one tie only offer. The PC cannot and will not make a decision until the outcome of the Local Plan.
At some point the PC will have to come to a decision regarding building in the village.

JW suggested that the village as a whole do something to commemorate VE day in 2020. (08th May). WP to put a note out on Sampfords Signal to get the communities ideas.
