SAMPFORDS' PARISH COUNCIL MINUTES OF MEETING
Held 16th JANUARY 2020 @ 8pm in the Village Hall

    • 37.1  Sue Collins contribution to Ambo cheque sent 100886
    • 37.2  Play area - The goal posts could do with filling and re-seeding.
      Carry over to next meeting when the weather is better.
    • 37.3  Website and IT - village organisations have been contacted.
      No responese as yet. JL will forward the WI schedule.
    • 37.4  The footpath alongside the willow plantation has been cut back.
    • 37.5  Salt has been delivered and distributed, Thank you to GD, GK and KT.
  • 38  Correspondence
    • 38.1  Redlynch, WPc to email and book an appointment to quote on the Play area.
    • 38.2  UALC Communication Subscrption paid Chq 100887
  • 39  Reports from Councillors on their proposed area of responsibility

Play area (KT/GK)
Once again Chris has done a fantastic job and it all looks tidy. Football nets all look good.
Grass Cutting and trees (GK)
Chris has again cut all the grass and it is looking good.
He has done a fantastic job on the High path. GK will ask him to check the Footpath up by the Nurses House, There is a tree pushed into the ditch by the telephone exchange to be removed and cut back the apple trees down Homebridge/Willetts Field as we have had no response from highways department.

The Ambo report is again due.

An email has been sent to all Village Organisations to see if they want to

send in an article every now and then that can be published on the website to keep the community updated.
Liaison with Village organisations. (KA)
Nothing to report.
Village Hall (JL/KA)
The Team Spirit Quiz is approaching, 07th March. Bingo was held over Christmas and the next Bingo is 25th January, 3-5pm.
Planning (GD/WP)
  • 39.7.1  UTT/19/2297/LB Waterhall Cottage No objections
  • 39.7.2  UTT/19/237/HHF Orchard Cottage Moor End No objections
  • 39.7.3  UTT/19/2906/FUL Red Lion Inn No objections
  • 39.7.4  UTT/19/1655/FUL 5 Dwelings Moor End appeal No comment. The PC feels it should run its course.
  • 39.7.5  UTT/19/3150/HHFThe Stow, single extension. No objections.
GD pointed out that the "Bungalow" have retracted their request
to convert their chicken shed.
Mr Harrison has approached the PC with a development idea. If the PC are all in agreement, he will put planning forward. (plans attached). All were agreed in principle but with conditions. If it goes further then those conditions will be put forward.

Highways and Footpaths (KK/WP/KT)
WPc to contact the Owners and highways regarding the footpath 3
at Bush Lane. The path goes through the garden but is not sign posted. (report ref 2649008)
Sparepenny Lane South is still on the Sat nav as a through road. 3 vans had to be pulled out over Christmas.
WP will see if he can get signs made up stating "not suitable for vehicles, ignore Sat Nav".
It was agrred that they need to be large and put up at both ends of the track.

    The PC agreed that the Councillor Initiative grant for £500 should go to the Sampfords' Youth Club

42 Further items to discuss
  • 42.1  WB suggested that the precept for 2020/2021 should be lowered and all councillors agreed.
  • 42.2  The residents of Sparepenny Lane South have requested a salt bin be located at the top of the lane. Wp to order and arrange.
  • 42.3  WP requested that highways be contacted regarding the "man made" laybys at Tindon End and on the Thaxted Road near Bush Farm track.
    The pipes have been crushed at Tindon End and the ditch has been filled at the Thaxted road. (report ref 2649009 and 249010)
  • 42.4  WB wanted to thanked the organisers of the Christmas Tree lighting and the Pop Up Pub. It was again a fantastic event.
  • 42.5  Lucinda May has resigned from Little Sampford Church so ill no longer be looking after the De-fib machine. We thank her for all she has done.
    Caroline Pannett has offered to take over. RC will order new pads for both machines and silica gel to seal the boxes.
